In a large mixing bowl, combine the softened cream cheese, sour cream, garlic powder, onion powder, smoked paprika, and diced jalapeños. Blend until smooth and creamy.
Gently fold in the shredded chicken along with half of each cheese (cheddar and mozzarella). Season with salt and black pepper to taste.
Lightly grease a 9x13 inch baking dish. Spread half of the crumbled tortilla chips across the bottom. Pour the chicken mixture over the chips and spread evenly.
Sprinkle the remaining crumbled tortilla chips over the chicken mixture. Then, distribute the remaining cheddar and mozzarella cheese on top.
Bake in the preheated oven for approximately 25-30 minutes until bubbly and golden.
Remove from the oven and cool for a few minutes. Garnish with sliced green onions before serving.

Serve directly from the baking dish and consider offering extra jalapeño slices and sour cream on the side.
